You can use hairspray (different strengths work for different people, so you need to play with this as mentioned before). Then there are pomades which is sort of between gel and putty but not quite as sticky.
The next thing is, to give your roots the most attention. The problem with most people who spike their hair is that they give the top of their spikes the most attention. If you watch anyone who has a mohawk and successfully spikes it, you will notice that the roots are taken care of first. Once you spray the roots, pomade the roots, somehow make the roots stand up, the rest of your hair will be much more compliant.
